"The nuts" means best possible hand at that street, people can improve past "the nuts" on upcoming streets. For eg. flopping a straight can be outdrawn by bigger straight, flush, boat etc.

Because if you have a jack, you dont want to scare the guy away with a re-raise, and Ivey knows that, and Jackson knows that, so they just GO AT IT because they know neither of em have it, and they are trying to make the other one give up. Its really epic.

I guess they both knew that they both were no connected to the board. Both tried to make the other one fold and after Ivey went all-in there was no point for Jackson to keep it up, as he had two low cards...even though he knew Iveys Hand was weak, he couldnt hope to beat it.
